PURVIEW
Operationalises the Online Gaming Act, 2025. It sets the composition, proceedings and powers of the Online Gaming Authority, including coordinating with financial institutions, law enforcement and other regulators. It sets the factors for deciding whether a game is an online money game - fees, deposits or stakes at any stage and the expectation of monetary or other enrichment - and provides for recognition and registration of e-sports and social games. It requires online game service providers to offer user safety features such as age verification or age gating, time limits, parental controls, user reporting and grievance redressal, counselling support and fair-play and integrity safeguards. It also covers facilitating financial transactions and authorising funds (Rule 18), grievance redressal (Rule 20) and recovery of penalties (Rule 22). The age-gating and parental-control features are gaming-law duties; where they involve processing children's personal data, the DPDP Act Section 9 and DPDP Rule 10 govern that processing.
Classification and legal status. Binding rules notified as G.S.R. 303(E); in force from 1 May 2026.
