What it covers

The strategy is intended to position the UAE as a global AI leader and integrate AI into government services, infrastructure and priority economic sectors.

The official strategy materials identify objectives including:

  • establishing the UAE as an AI destination
  • increasing competitiveness of priority sectors through AI
  • building an AI ecosystem
  • developing talent and research
  • providing data/infrastructure
  • using AI in government services
  • developing governance arrangements. (UAE)

AI, privacy and cybersecurity relevance

  • AI: Very High
  • Privacy: Moderate
  • Cyber: Moderate

AI

Very High

The strategy covers priority areas including:

  • healthcare
  • transport/logistics
  • energy/resources
  • education
  • government services
  • security
  • other strategic sectors.

The UAE Government describes the strategy as supporting AI adoption and government performance, with a 2031 objective involving AI across government services and data analysis. (UAE)

Privacy

Moderate / indirect

This document is not a privacy regulation.

Its privacy relevance comes from AI adoption involving large-scale data, alongside the UAE's separate federal Personal Data Protection Law, Federal Decree-Law No. 45 of 2021.

PrivacyLawHub should therefore cross-link:

UAE National AI Strategy 2031 → UAE PDPL 2021

rather than claiming that the strategy itself imposes privacy rights.

Cybersecurity

Moderate / strategic

The strategy identifies E-Security/security among priority AI domains and places AI governance and supporting infrastructure within its overall strategic framework. The UAE also has separate cybersecurity policies and frameworks; those should be linked independently. (Ministry of Education)

Applicability

It is directed primarily toward national strategy and government/sectoral implementation, not direct statutory compliance by every private organisation.
