Provides the procedural and administrative rules for implementing the Copyright Act, including forms, registration-related processes, licensing and other mechanisms under the statutory framework. For AI, indirect but important: where generative AI raises licensing, ownership, permissions or rights-management questions, the Rules provide the administrative machinery surrounding the underlying copyright regime. For data-intensive AI systems, they should be read alongside the substantive Act because a technical question about training data may ultimately depend on rights, licences, registrations or statutory exceptions created under the copyright framework.
